THE COMPETITIONS\nThe competitions will be conducted in accordance with FINA Rules 2013-2017 in force at the start of the competition. FINA Rule SW 4.4 shall be applied.\nIn the preliminary heats of swimming\, the start shall be “over the top” in the freestyle\, breaststroke and butterfly events. \n2.2. INTERPRETATIONS\nThe Organizing Committee of CARIFTA 2016 and the Jury of Appeal shall have complete authority to answer and resolve any interpretation\, resolution and call relating to these Championships. Nominations for the Jury of Appeal should be submitted at the Technical Meetings. \nSynchronized Swimming \na) Competitors will compete in the following age groups:\n 12 & Under Female\n 13-15 Female\n 16-18 Female \nb) A synchronized swimmers age group shall be determined by the age of the swimmer as of midnight on 31st December 2015. \nWater polo\na) Competitors will compete in the following age groups:\n In odd years\n 15 & under in both male and female divisions\n 18 & under in both male and female divisions \nb) A water polo player’s age group shall be determined by the age of the swimmer as of midnight on 31st December 2015. \nSwimming\na) Competitors will compete in the following age groups: 11-12 Female & Male 13-14 Female & Male 15-17 Female & Male.\nb) The swimmer’s age group shall be determined by the age of the swimmer as of midnight on 31 st December 2015. \nOpen Water Swimming\na) Competitors will compete in the following age groups:\n 13-14 Female & Male\n 15-17 Female & Male\nb) The swimmer’s age group shall be determined by the age of the swimmer as of midnight on 31st December 2015. \n3. ELIGIBILITY\nA. All participating Federations must be in good standing with FINA and all other affiliated members.\nB. All participating Federations must be in good financial standing with all Federations invited to participate in the CARIFTA Swimming Championships.\nC. All Competitors must be either citizens of the Country they represent whether by birth or naturalization\, provided that a naturalized citizen shall have lived in that Country for at least one year prior to the entry deadline for the Championships. Additionally\, non-citizens may be entered providing the competitor has been resident in the Country for one year prior to the entry deadline and must not have swum for another Country during that period.\nAll Competitors must also be registered with\, or a member of\, the Swimming Federation of the Country that they represent.\nD. Competitors who are non-citizens would be required to present ‘proof of residency’ documents which could be proof of club membership\, proof of attendance at school of any other organization.\nE. If a Country enters a competitor that is not a citizen of that country by birth or naturalization\, the code for that country shall be changed by adding “AG” to the designated three letter FINA Country code and used throughout the competition e.g. BAR shall be changed to BAR-AG.\nF. Federations with swimmers attempting to qualify for CCCAN must be (a) also be in good standing with CCCAN and (b) in accordance with FINA rule GR 3.2\, for non-CCCAN federations\, present letter from their Zone President or Secretary authorizing them to compete in this competition outside their Zone. This will apply to CONSANAT and the French federations.\n4. FINAL ENTRIES\nThe final entries must be submitted to the Organizing Committee by tuesday\, March 1st\, 2016 by 6:00pm. Swimming entries must be submitted by using Excel filed attached. Final Entries must include the following details:\nA. Name\, sex\, and date of birth of each swimmer/ synchronized swimmer/open water swimmer/water polo swimmer.\nB. Events being entered by each swimmer/synchronized swimmer/open water swimmer\nC. Entry time for seeding purposes (swimming only)\nD. Names of Team Officials and the position held by each official\nE. Names of qualified persons and capacity in which they are willing to serve as Meet officials\nF. Passport size photographs of each athlete team and meet official.\nG. Photographs must be submitted in electronic format as.jpg file. Each picture (.jpg file) must specify the full name and Country of the competitor. Photographs must also be compressed in zip format for efficient transmission. The zip file must be labeled with the name of the Country and discipline. Please submit separate zip files for each discipline.\nH. A profile of each swimmer\, team and meet official. Profiles should include National and International achievements\nI. Details of arrival and departure of all swimmers\, team and meet officials (see attached form).\nJ. Despite entry submission in electronic format\, a team or meet manager’s printout\, signed by the President or General Secretary of the Federation with the Association’s stamp affixed must be faxed or emailed to the Organizing Committee by the deadline date of tuesday\, March 1st 2016.\nAdvanced payments for Countries participating in Carifta 2016 as agreed at the Congress of the 2015 Carifta held in Barbados the following shall apply:\n1. Federations have to pay a deposit of 20% (1st March) of total cost with the submission of final entries and rooming list. \n2. Federations that fail to pay the 20% deposit with the submission of the final entries will require to pay a 5% penalty (on the total cost due)\, if the 20% deposit is not received within five (5) working days from the date the final entries are due\n3. The Organizing country is required to send an invoice to each participating Federation within ten (10) days of the date of the final entries and rooming list which will reflect the deposit received and the outstanding balance due. The remaining balance must be paid on the arrival of the team prior to the commencement of the competition. \n6. ENTRY RULES\nSwimming:\nA. There will be a limit of 8 competitors in each sex per age group to a maximum of 36 swimmers.\nB. There is no limit to the number of events per swimmer.\nC. No substitutions or alternates will be accepted after the final entries have been submitted\, except in relays. All relay participants must have been entered in the meet.\nD. No competitor will be able to participate in an age group outside of his age group\, even if it were in an age group older than the competitor.\nE. Each Country will be limited to two (2) competitors per individual event and one (1) team per relay event.\nF. In the relays each Country must enter 4 competitors. The order of the swimmers in each relay of the day’s proceedings must be handed in to the Clerk of Course one hour before the start of each session.\nG. Individual events exceeding 200 metres will be Timed Finals. All other events will have preliminary heats with one final event\nH. Scratches must be presented 30 (thirty) minutes prior to the start of the finals. Failure to comply with the above would trigger the following penalty: A fine of US$100.00 to be paid immediately upon reporting the scratch. The team will be denied future participation if fine is not paid. Any claims to illness must be supported by medical verification. (Carifta Guidelines).\nThe following procedure will be followed for events in excess of 200 metres.\n* As decided in the 2015 Congress:\nIn events 400 meters & over\, “NT” is no longer permitted.\n400m Timed Final events: all heats except the fastest heat will be swum in the morning session. The fastest heat will be swum in the evening session. 800 &1500 freestyle for the 13-14 and 15-17 age groups will be swum together\, with the results and scoring published by age groups. All heats will be swum fastest to slowest\, alternating Girls and Boys.\n400 Individual Medley for the 11-12 and 13-14 age groups will be swum together\, with the results and scoring published by age groups.\nPROOF OF TIMES MUST ACCOMPANY ENTRIES FOR EVENTS 400 METERS &OVER.\nAccepted as proof of times are copies of meet results (April 2015-March 2016) indicating the location at which the times were achieved\, signed by the meet referee or the President of the National Federation. All times must be swum and submitted as long course meters. In the event athletes only have SCY or SCM times\, these must also be submitted but clearly identified as converted times.\nFurthermore\, the following qualifying standards for the 800m and 1500m freestyle will be enforced. \nAGE GROUP FEMALE(800) MALE (1500) \nAGE GROUP              FEMALE          MALE \n13-14                          10:47.16          19:33.09 \n15-17                          10:20.09          19:05.98\nI. The eight (8) fastest swimmers in the preliminaries will qualify for the finals. The 9th and 10th fastest in each preliminary event will be designated as alternates for the finals.\nJ. Seeding for the preliminary events will be in accordance with FINA Rule SW3.\nK. Any event containing eight (8) or more entries will automatically be a final.\nL. As agreed at Congress 2013\, Jamaica and reconfirmed at Congress 2014\, Aruba there will be random drug testing at Carifta Meets. At this Carifta drug testing will be limited to the 13-14 and 15-17 Age Groups.\nSynchronized swimming\nA. Teams wishing to participate in Synchro at Carifta must confirm their participation by January 4th 2016 with a 20% non-refundable deposit as flight arrangements need to be made early by the Federations in order to secure good rates and to confirm group travel. (Congress 2014\, Aruba)\nB. The Organizing Committee will invite Non-CARIFTA Federations &/or Club Teams to participate in the Synchronized Swimming Competitions.\nC. Each participant in the Championship must be a member of a Federation duly\nConstituted and affiliated to FINA\, or a club or regional team\, or national team duly constituted and affiliated to a National Federation.\nD. Club Teams need to present a letter of good standing by their Federation upon arrival.\nE. Each Federation / Club may enter two (2) solos\, two (2) duets and one (1) team per age group.\nF. The team must comprise a minimum of four (4) and a maximum of eight (8) competitors.\nG. No competitor may participate out of her age group\, even it were an older age group than that of the competitor. \nWater Polo\nA. Teams wishing to participate in Water Polo at Carifta must confirm their participation by January 4th 2016 with a 20% non-refundable deposit as flight arrangements need to be made early by the Federations in order to secure good rates and to confirm group travel. (Congress 2014\, Aruba)\nB. Each Country may enter one (1) team per age group\nC. The team must comprise a minimum nine (9) and a maximum of thirteen (13) players\nD. The competition system will be based on the number of participating teams\nE. In the event that only two teams participate\, the Championships will be decided in a three game series. The first team to win two games will be awarded the Gold Medal\nF. If more than two (2) teams participate\, a single round robin will be played. The standings will be determined by awarding two (2) points per win and one (1) per tie. The team with the most points will be awarded the Gold Medal\, second the Silver etc. In the event that the teams are tied on points\, the winner of the game between those two teams will determine the placing. In the event that the teams play to a tie\, the team with the better goal average will be awarded the higher placing.\nG. The final competition program will be determined at the Technical Meeting. The Organising Committee will undertake an evaluation after receiving the preliminary entries. If changes become apparent due to the number of entries\, the affected Federations will be consulted. \nOpen Water swimming\nA. Each Country shall be able to enter a maximum of three (3) competitors per\nIndividual event\, in men and women.\nB. Athletes will participate only if they are represented by their delegate from their country at the championship. The competitor’s representative must sign and include with the entry form a document exonerating others of responsibility\nC. All competitors shall be subject to a compulsorily medical examination in the venue of the event before the start of the event. Information on this will be provided at the Technical Meeting.\nD. The place and time for the competitions\, as well as the plan with the characteristics of the route will be provided to Delegations in the Technical Meeting.\nE. There will be random drug testing for these events in both Age Groups.\n7. TEAM OFFICIALS\nEach participating Country may include in its delegation\, at the cost indicated in Section 11\, the following officials:\nNB: The following persons are included in the below allocation of team officials: Doctors\, Masseurs\, Physiotherapists\, Chaperones\, Managers/Chefs de mission and Coaches. Each of these persons must state the capacity in which they are functioning as team officials. \nSwimming\nA. Delegations of twelve (12) competitors or less will be allowed three (3) team officials.\nB. Delegations of thirteen (13) to twenty four (24) competitors will be allowed five (5) team officials.\nC. Delegations of twenty five (25) to thirty six (36) competitors will be allowed seven (7) team officials. \nSynchronized swimming\nA. Delegations of four (4) competitors or less will be allowed one (1) team official.\nB. Delegations of five (5) or more competitors will be allowed two (2) officials.\nC. Delegations will be allowed two (2) qualified judges in addition to the above. \nWater Polo\nDelegations of thirteen (13) competitors or less (1 team) will be allowed three (3) teams officials.\nA. Delegations of fourteen (14) to twenty six (26) competitors (2 teams) will be allowed five (5) team officials.\nB. Delegations of twenty seven (27) to fifty two (52) competitors (3 teams) will be allowed nine (9) team officials.\nC. Delegations will be allowed one (1) qualified Referee.\nOpen Water \nA. 2 Officials\nTeams from non-French- speaking countries will also be entitled to an additional official to serve as a translator. The Organizing Committee will endeavor to provide a bilingual liaison officer to be available throughout the competition or as required.\nPlease note that excess Team Officials will not be entitled to the team rate.\n8. Swimming – A Performance Trophy will be awarded in each age group to\nthe swimmer who scores the highest FINA points in a single event.\nE. Swimming – A High Point Trophy will be presented to the champion in each age group (female & male).\nF. Swimming – Medals will be presented during the evening sessions.\nG. Synchronized swimming – places will be determined according to the swimmers’ scores.\nH. Synchronized Swimming – Medals will be awarded to 1st\, 2nd and 3rd place in each event (only one entry per Country can win a medal).\nI. Water Polo-medals will be awarded to 1st\, 2nd & 3rd place in each age group\, including the team Coach.\nJ. OPENING OF POOL\nSwimming:\nThe pool will be opened 90 minutes before the scheduled start of the Competition Session except prior to the Opening Ceremony-session 2-swimmng when the pool will be opened 90 minutes before the start of the Ceremony. The pool will be closed 20 minutes before the start of the competition.\nWater Polo & synchronized swimming:\nThe pool will be available for warm up 45 minutes before competition.\n15. FLAGS AND ANTHEMS\nEach Delegation shall provide:\nA. Four (4) flags of their Country no larger than 4 feet by 6 feet.\nB. A compact disk of their National Anthem with a time span of no longer than 30 seconds.\n16. CEREMONIES\nA. There will be an Opening Ceremony on the first day of the Swimming\nChampionships\, March 22nd\, 2016 at 5:30 PM at the competition venue.\nA. There will be a Closing Ceremony at the end of the competition to take place on March 26.\n17. TRANSPORTATION\nA. Teams are responsible for arranging their own transportation to and from Martinique and the cost there-of.\nA. Official delegations and approved technical officials will be met at the Aimé Cesaire International Airport by Volunteers and transported to the Games Village.\nA. Hy-Tek Software.\nFalse Start FINA rule “SW 4.4” will be in effect: NO FALSE STARTS.\nRegistration and Entries:\nEntries for clubs must be made using the TM format and emailed to SLASA Tech VP\, lilybergasse@yahoo.com\nNO LATER than February 24\, 2016. \nThe following will apply to all entries:\n1. There is no limit to the number of swimmers which your club can enter in an event\, however\, only the two highest placed swimmers will score team points.\n2. There shall be neither substitutes nor alternatives in individual events.\n3. Each Club may enter one team per relay event for points.\n4. Swimmers may swim a maximum of THREE individual and ONE relay event.\n5. Swimmers competing in relay events must be registered in the meet.\n6. Heats will be announced according to the printed schedule and it will be ultimately the swimmers’ and their coaches’ responsibilities to insure that the swimmer is at the starting block on time.\n7. There shall be a Meet Entry Fee of EC$20 per swimmer EC$10 per team relay entry\n8. ENTRY FEES MUST BE PAID BEFORE THE START OF THE MEET\n9. NO LATE ENTRIES WILL BE ALLOWED. \nAge Groups:\nIndividual events – 8 & under\, 9 – 10\, 11 – 12\, 13 – 14\, 15 & over\nRelay events – 10&under\, 11-14\, 15 & over\nThe age of the swimmer on December 31\, 2015 will determine the age group that the swimmer is eligible to swim.\nAll events will be swum according to seed times regardless of age group or gender\, however they will be ranked according to age group and gender in tabulating the final results.\nOfficials:\nEach club participating will be asked to provide FOUR officials for the meet. Officials’ names should be sent with the entries if possible. Additional volunteers would be appreciated.\nProtests: The designated team representative must file a signed protest form to protest a decision made by the meet referee\, within thirty minutes of the posted results of the event. The cost of the protest will be $20.00. The protest will go to the protest committee that will be named prior to the start of the meet.
